Our school district promotes standards-based instructional practices and uses data, research, intervention plans, and positive relationships and partnerships with parents and community members to improve student achievement. We believe that all children can and will learn and that every student will graduate from high school.

The District tests all of its students for CSAP and for 2005-06 and 2006-07, had no students that were not tested.

NWEA MAPS Tests in Reading, Language Usage, and Mathematics

In January 2007, the District began using Northwest Evaluation Association (NWEA) Measures of Academic Progress (MAPS) tests in reading, language usage, and mathematics for students in grades K-10. South Central BOCES in Pueblo has provided funding to support these tests in all regional school districts. These tests are administered three times per year, fall, winter and spring, and give teachers a diagnostic assessment tool that can immediately inform them about how students are performing in these critical core subject areas. Once tests are completed online, the results are available in 24-48 hours and teachers can immediately review each student's report and plan individual interventions to help students improve.

DIBELS Reading Assessments for Grades K-3

In compliance with state requirements, the District began using Dynamic Indicators of Basic Early Language Skills (DIBELS) assessments in reading for students in grades K-3 in 2007-2008. All of the primary level teachers were trained by Peggy Johnson in August and some of the teachers attended a refresher workshop in September in Aguilar. These tests also give a diagnostic report of each student's reading level in 24 hours. In 2008-2009, DIBELS training and assessments will be expanded to include grades 4-6.

Rural Secondary Literacy Project: Spanish Peaks-Fishers Peak Literacy Consortium

In April 2007, the District joined the Aguilar, Hoehne, La Veta and Trinidad School Districts in a consortium to implement a 3-year program in secondary literacy improvement. The District's English teachers and special education teacher, Charin Daugherty, Simon Shan and Mary Turner, along with Superintendent Gerald Gabbard, have attended monthly training sessions in Walsenburg led by retired Colorado language teacher and administrator, Lois Adams. The team also attended the Sopris West-Rocky Mountain Institute Conference in Breckenridge in July 2007.

For 2007-2008, based on a data-review of students' learning needs in reading, the English Department created flexible learning groups for all students in grades 7-12. Based on progress, students are moved to the group they need for additional challenges or help.

Beginning in December 2007, the team began using three different literacy assessments to screen students in grades 6-12 for their reading levels and needs. Beginning in 2008-2009, new instructional materials will be implemented to assist students with Tier 2 and Tier 3 reading level needs.

The State of Colorado administers a reading assessment to Third Graders annually in February. Our scores were released in early May 2007 and great evidence of continual improvement is present in the results! Eighty-seven (87%) percent of the students scored Proficient and Advanced and only thirteen (13%) scored Partially Proficient. The District had no students scoring Unsatisfactory this year! Bravo, students and teachers!

Accreditation

The district is fully accredited and is a member of the South Central BOCES. Each of the District's three schools are accredited by the District.

 The district is housed in a single building on a campus about halfway between the towns of Weston and Segundo on the south side of Highway 12. The campus includes the main school building, a bus barn, a storage and industrial arts building, a small modular out-building, six district houses, athletic fields, and a playground.

The district has a five member school board and employs three administrators, twenty-four teachers, and nine support staff. Sixteen of our staff members have worked in the district for ten years or more. Twelve faculty have master's degrees.

Highly Qualified Teachers

Of the district's 24 teachers, 20 of them currently meet the definition of Highly Qualified under the federal No Child Left Behind Act. The other four have plans in place to become Highly Qualified within one to two years.

All of our new teachers receive a mentor, participate in an induction program, and are trained in the district staff development program.

Adequate Yearly Progress (AYP)

The No Child Left Behind Act also requires that school districts who receive Title I funds show Adequate Yearly Progress in various growth indicators for sub-groups of student populations. While most of Primero's groups are too small to report publicly, we can summarize by saying that our six growth indicators were fully met and Primero made AYP 100% for 2005-06.

For 2006-07, Primero Elementary School and Primero Junior High both made AYP in 6 of 6 and 10 of 10 targets, respectively. Primero High School made AYP in 4 of 5 targets. The target the High School did not make AYP in is Math Performance. Thus, because one school did not make AYP, the district did not make AYP. The District is creating a Math Improvement Plan to address this area of need.
